On Wednesday and Thursday, August 23–24, members of our CAAR Executive Committee and staff joined colleagues from across the state at the Arizona Association of REALTORS® RAPAC Training and Caucus. This annual event provides vital education on REALTOR® political advocacy and ensures our members’ voices remain strong at the Capitol and in Washington, D.C.
One of the highlights of the caucus was a dynamic Congressional Panel featuring Congressman David Schweikert (District 1), Congressman Greg Stanton (District 4), and Congressman Juan Ciscomani (District 6). The three Arizona Representatives engaged directly with REALTORS®, discussing the pressing legislative issues that impact housing, property rights, and the broader real estate market.
A central theme of the panel was the ongoing challenge of housing affordability and supply. Congressman Schweikert emphasized the link between interest rates, debt, and inventory, noting that rising costs of borrowing are directly affecting buyers. Congressman Stanton underscored the national housing shortage, estimated at 5 million units, and called for smarter zoning and federal incentives to expand housing near transit hubs and through commercial-to-residential conversions. Congressman Ciscomani added that workforce shortages and regulatory burdens are driving up costs, making it increasingly difficult for families at all stages of life to achieve the American Dream of homeownership.
The panelists also addressed how to expand access to homeownership for first-time buyers and essential workers. They discussed the potential of down payment assistance programs for public servants such as teachers, police officers, and firefighters, and the importance of tax reforms to help seniors and families transition into the right-sized homes for their needs.
Members of Congress noted that regulatory reform and workforce development must go hand in hand. Congressman Ciscomani highlighted his proposed Constructs Act, which would fund community college workforce training programs to address shortages in construction trades. Both he and Congressman Stanton also stressed that immigration reform, including expanded work visas, must be part of the long-term solution to Arizona’s housing and labor challenges.
With many REALTORS® serving clients in Rim Country and northern Arizona, wildfire management was another focus. Congressman Schweikert discussed the need for better forest and land management to reduce fuel loads, while Congressman Stanton pointed to FEMA reforms and mitigation grants as crucial tools for rural communities. Congressman Ciscomani, who sits on the Appropriations Committee, emphasized securing federal funding streams to strengthen Arizona’s preparedness and resilience.
The Congressional Panel reinforced a message we know well: housing issues are complex, interconnected, and deeply impactful for our clients and communities. From affordability and workforce development to forest health and water security, REALTORS® must continue to advocate for smart, balanced policies.
CAAR’s participation in RAPAC training and the caucus ensures our members have a seat at the table in these conversations. We are grateful to our Arizona Congressional delegation for engaging with REALTORS® so directly, and we will continue working to advance policies that protect property rights, expand housing opportunities, and strengthen the American Dream of homeownership.
At last week’s RAPAC training and caucus, one message came through loud and clear: “If you are not at the table, you are on the menu.” The purpose of this caucus is not only to debate issues impacting the real estate industry but also to guide future legislative initiatives that directly affect how we practice, serve clients, and protect property rights.
